The lake name matters. A stream flowing into the lake, a flooded backwater, a river reach, and the open reservoir can sit close together but use different rule checks.

Closed Inflows And Flooded Backwaters
The Arapuni rule trap is the closed-water note. The Auckland/Waikato booklet designates as closed many rivers, streams, and tributaries that flow into, but not including, Lake Arapuni, Lake Waipapa, Lake Karapiro, and the connected Waikato River reach downstream of Maraetai Dam to upstream of Karapiro Dam.
The same note says those closed-water restrictions do not apply to several named exceptions and flooded backwaters of Lake Arapuni, Lake Waipapa, Lake Karapiro, and the named Waikato River reach. That is why a backwater or inlet needs the exact official wording rather than a quick glance at a map.

Coarse-Fish Exclusion
Auckland/Waikato is the only Fish & Game region where rudd is included as a sports fish, and the regional booklet has a coarse-fishing waters note. Lake Arapuni still needs a careful check because Arapuni Reservoir is excluded from the "all lakes and ponds" coarse-fishing waters designation.
That does not mean there are no rules. It means the special coarse-fishing-water provisions should not be copied into Lake Arapuni unless the current official notice says so.
