The bait rule is especially easy to overstate. Bait belongs to the lower main-stem FSB row below Fernhill/Omahu Bridge in the current table, not to the whole river.

Access Before Buying

Fish & Game identifies the Ngaruroro as a major Hawke's Bay river with upper backcountry character and middle or lower access options. That does not mean access is automatic.
