Saltwater fishing
Recreational sea fishing does not use a general fishing licence, but MPI rules still control the trip. The practical checks are local: where you fish, what species you take, how many you keep, the legal size, whether the area is open, and whether the method is allowed.
For a beach, wharf, boat, kayak, charter, spearfishing, netting, potting, or shellfish trip, start with the MPI recreational fishing rules. A visitor does not become exempt because the trip is short, and a local does not get to ignore a closure because no licence was bought. For the sea-fishing part of the trip, the marine rule is what decides what is legal.
Charters, shore fishing, and shellfish
Many broad searches mix three different marine situations: casting from shore, paying for a sea charter, and collecting shellfish. They have different practical checks, but they share the same first correction: they are not Fish & Game trout-licence purchases.

Fish & Game freshwater
Freshwater sports fishing is different because it is licence-based. Fish & Game manages sports fishing outside the Taupo Fishing District, and most trout or salmon trips need both the correct licence category and the regional Anglers' Notice for the water being fished.
The regional notice matters because a licence is not a universal method permission. The current notice can change open seasons, fishing hours, bag and size limits, accepted methods, handling requirements, closed waters, designated waters, and region-specific conditions. A Local Area licence also needs care because it is limited to the nominated region rather than acting like ordinary nationwide Fish & Game coverage.
Taupo freshwater
Taupo is freshwater, but it should not be treated as Fish & Game freshwater. DOC manages the Taupo Fishing District, and Fish & Game licence coverage excludes Taupo. If Lake Taupo, tributaries flowing into Lake Taupo, the Waikato River to Huka Falls, Lake Kuratau, Moawhango, or Otamangakau are in the plan, the first licence check belongs with DOC.
Taupo rule details are also date-sensitive. Visitor and non-resident checks
Visitors often start with the sea-fishing fact and over-extend it. Sea fishing may not require a general licence, but freshwater sports fishing can still require a licence on the next day of the same trip.
For Fish & Game waters, non-resident status is an eligibility question, not just a price question.
