Lake Wanaka in Otago, New Zealand

Upper Clutha River/Mata-Au is an Otago named-water page for anglers moving from Lake Wanaka into the river below the outlet. The current Otago regulations separate the general Clutha/Mata-Au row from the Deans Bank section, where the method, season, and boat rule change.

That makes this page different from Lake Wanaka. Lake Wanaka handles the lake row and township closure. Upper Clutha/Mata-Au handles the outlet-to-river decision, Deans Bank, and the downstream river row.

Upper Clutha Decision Path

Start with the exact water and section, not the broader Wanaka or Otago trip label.

Planning layerUpper Clutha/Mata-Au decision
L1 authorityOtago Fish & Game
L2 waterClutha River/Mata-Au from Lake Wanaka Outlet toward Roxburgh Dam
L3 actionCheck ordinary river row, Deans Bank fly-only section, boat notes, access, and buying path

Do not import Greenstone controlled-fishery rules, Otago Designated Waters rules, or Lake Wanaka's lake row into Deans Bank unless the current official source says so.

Current Upper Clutha Rule Rows

As checked against the 2025/26 Otago regulations, the Upper Clutha decision starts with the Lake Wanaka Outlet to Roxburgh Dam row and then removes Deans Bank into its own row.

FSB means artificial fly, spinner, and bait. F means artificial fly only. Note 3 allows boat, canoe, pontoon, or flotation-device fishing only when it is not being propelled by a motor. Note 4 means no fishing from any boat, canoe, pontoon, or flotation device except in tidal reaches if applicable.

Deans Bank Fly-Only Section

Deans Bank is the L3 rule trap. It is not simply the same all-year FSB Clutha/Mata-Au row with a popular access name attached.

Deans Bank questionPlanning answer
Is the plan inside the landmark-post section?Use the Deans Bank row, not the ordinary river row
Is bait or spinner planned? No. The Deans Bank row is artificial fly only
Is the date after 31 May and before 1 October?Do not use the Deans Bank row as open during that period
Is a boat, canoe, pontoon, or flotation device part of the plan?Check Note 4 before fishing
Is the plan still in Lake Wanaka?Use the Lake Wanaka page before carrying river rules into the lake

The current row does not make Deans Bank an Otago Designated Water or a controlled fishery. Its special character is section, method, season, and boat note.

Lake Wanaka Outlet Vs River Row

The outlet is where a Lake Wanaka day can become an Upper Clutha/Mata-Au day. The named-water page should change when the water changes.

Fish & Game's Upper Clutha/Mata-Au guidance is useful for access, flow, and annual-change awareness, but the current Otago PDF is the row source for season, method, bag, and notes.

Access, Flow, And Boat Checks

Upper Clutha/Mata-Au is popular and section-specific, so access and flow should be checked before buying the shortest possible licence. Avoid relying on old screenshots or guidebook summaries near the 1 October season rollover.

Planning questionSafer check
Is the section Deans Bank?Use the landmark posts and the fly-only seasonal row
Is the boat plan motor-propelled?Ordinary river row has Note 3; Deans Bank has Note 4
Is access public and practical today?Check Fish & Game guidance, local signs, weather, and current access
Is river flow suitable?Check current official conditions without hard-coding flow promises
Is gear moving from lake to river?Clean and dry gear before changing waters

A Fish & Game licence does not create access, safe flows, or permission to fish from a boat where the section note rules it out.

Buying Actions

Buy only after the river section, date, method, boat plan, and angler category are known.

Buyer situationSafer path
Resident on ordinary Upper CluthaConfirm section, method, boat note, access, and date, then buy Fish & Game
Resident at Deans BankConfirm fly-only row, season, boat restriction, and access before buying
Non-resident visitorCheck Fish & Game non-resident options before choosing duration
Upper Clutha plus Lake WanakaCheck both lake and river pages before buying for the whole itinerary
Upper Clutha plus Greenstone RiverUse the Greenstone controlled-fishery page for that separate special water

There is no shortcut from "Fish & Game licence bought" to "Deans Bank plan complete." The row still has to match the exact section.

Before Fishing Upper Clutha River/Mata-Au

  1. Confirm the session is Otago Fish & Game freshwater.
  2. Decide whether the water is Lake Wanaka, ordinary Clutha River/Mata-Au, Deans Bank, or below Roxburgh Dam.
  3. Open the current Otago regulations and match section, season, method, daily bag, and notes.
  4. If fishing Deans Bank, confirm the landmark-post section, fly-only method, 1 Oct-31 May season, and Note 4.
  5. Check Fish & Game Upper Clutha guidance, access, signs, weather, flow, and clean-gear steps.
  6. Buy the correct Fish & Game product for the angler category and dates.
  7. Recheck if the itinerary moves to Lake Wanaka, a designated water, a controlled fishery, or saltwater.

Upper Clutha River/Mata-Au is ready for purchase only when the outlet, Deans Bank, and ordinary river row have been separated. The useful answer is section-first, because the method, season, and boat rule can change within the same river name.
